It sounds like, beginning this year, the second pass is illegal and 8-5-2c applies. Prior to this year, the second pass was legal and 8-5-2c would not have applied. Because 8-5-2c is now applied in this situation, B has no choice but to take the 2 point safety, get the ball back, and hope for a long drive. If they are behind by 3 or more points, they are, indeed, screwed by the new rule.

This discussion is exactly why I love this forum!! Thanks for clearing me up on the rule. I'm going to bring this up in the Maryland rules interpretation meeting and see what they think. Thanks again guys!
