Since the end of the run is the goal line and the foul is in the end zone, enforce the hold from the goal line, line to gain made thus 1st and 10 and then another 15 yards there for the dead ball unsportsmanlike foul. 1st and 10 from the 25.

Team A attempts a field goal; however, Kicker A7's kick is so low that the ball strikes the Umpire beyond the line of scrimmage and rebounds back behind the line. FED: Basic spot is the end of the run - i.e., the goal line. Enforce both penalties. After the holding, it's A 1/G at the B10. After the unsportsmanlinke, it's A 1/10 at the B25.

NCAA: This, I'm sure, is different. I'm pretty sure the basic spot doesn't change, so I'm guessing we're going to have A 3/11 at the B25. Please correct me if I'm wrong.

It hit the umpire but not any players?! How tall is this guy, anyway? And why isn't he slouching like a proper umpire? :P

FED: All scrimmage kicks are created equal, and the touching by an official is ignored. Since the ball is first touched beyond the ENZ by a defender, it's anybody's ball. A 1/10 at the B34.
NCAA: Dunno. If I had to guess, I'd say the same as Fed, but I know the NCAA kicking rules are notably different.

Quick note: If B declines, then A would have to decline to keep the ball at the A44. If they accept, the hold would be enforced from the B16, leaving B in possession, 1/10 at the B8.

2) If you do not rule "forced touching" then A's ball 1st and 10 at B34.

In addition to whichever ruling is made, a frank and open conversation with the Umpire is suggested...

My "picks" for NCAA

1. Repeat the down. (Team B has clean hands for declining offsetting, however their hands are so clean, that they don´t have the football:-)
2. TD (Nice trick play)
3. 1-10 from B31 for Team A, as the penalty is enforced not from GL, but 6y line, I believe
4. 1-10 from B40 fro Team B, as the kick crossed the neutral zone (I believe so, at least) and A´s muff is violation, which means that it is not important where there was forced touching by Team B or not

However, if B does not want POP then A would decline in order to get the ball. So we would have A-1D/10@A-31 (assuming A78 was tackled there).

A cannot accept a non UR/RP penalty while B has the ball and also get possession which occurred later on.
