The HL and the LJ have equal responsibility to make the call. The HL was blocked from seeing the runner's knee on the ground. The only offiical who could see that was the LJ. Officials can always come together and dicsuss such things.

To the contrary, that's EXACTLY what the LJ came in doing. He came in and yelled to the HL that he was down and pointed to the ground.

The only answer I have for that is that he felt 10 seconds should have ticked off, if the TD had not been mistakenly signaled. In any case, that didn't figure into the final equation.

The call was not overruled. The wing officials came together. The LJ explained what he had seen and the two agreed that it was not a TD. Otherwise, the R would have had to make the decision. He didn't. When he came into the discussion, he was only there for about 3 seconds. The wings had obviously already made the decision before the R arrived.
In such a situation, I would listen to what my partner had to say. If I saw something he didn't or he saw something I didn't, we would arrive at an appropriate decision.
It wasn't pretty but it was handled correctly.
