By individual? Not that I know of. I don't know how you'd do it unless someone saw who threw every flag.
By referee? Yeah. Behind the Football Stripes does it at the end of the year. I posted the totals for the first four weeks somewhere else in this forum.
It would take some going through all the gamebooks to determine penalties that were called but not accepted, and who they were called on (which might give you some idea who called them). But good luck doing all that work.
