I don't know that it's indicative of anything, but I keep track of the stuff, so here it is. Through four weeks of the NFL season, the average number of penalties accepted and average yardage for each of the 17 NFL officials crews (listed by referee):

I'll bet Bill Leavy feel pretty average these days.

Now compare those #s to teams that are penalized the most and cross-reference officials and what teams they do and see if a crew's average is affected by the teams they officiate.

Probably not a big enough sample to be able to draw a reasonable conclusion.
