All fouls can impact the game. It just depends on what time of the game they are called.

The obvious fouls like clipping, IBB, IBW, late hits, chop blocks and facemask calls are all dealing with the safety of the players.

The last one I am not really sure I understand what you are asking for. Actually I am confused as to why you are asking any of these questions. You cannot categorize any fouls into simple little categories like this. The game is like the ocean, it flows and changes based on many factors.
