Question

I'm ref basketball, but was watching the University of Texas game on Saturday night. Several times, the referee announced the number of the offending player when announcing the foul. I know that this is the accepted practice in the NFL, but thought that in college, the ref was just supposed to say "offense" or "defense". Has the practice changed? Or had that ref just been watching too much Sunday football? I'm just curious.

New NCAA rule this year for the referee to announce the offending player's number.
