Official time outs such as heat/humidity breaks, injured player, equipment repair, etc.
Clock would stop for the administration of any foul. Clock would not stop for a first down, incomplete pass or change of possession.

In Utah, we have a similar mercy rule if the difference in the score exceeds 35 points. Then it is a running clock except for time outs and so forth. If the clock is stopped, it starts on the ready for play. We only go back to normal timing when the score becomes less than a 21 point difference.

True
At least 10 years ago I was in a game that was 40-0 at half time and on TV. The referee wound the clock on the ready on everything including incomplete passes and timouts. I was mortified but to this day no one has said anything!!! |

Another time a very small school was a hugh underdog to a good team. When the AD met the crew he asked for the clock operator, told him the clock was broken , paid him and sent him home. Then he told the rest of us that they( the small winless school) had suspended 8 starters for the game because the day before they went out to town for lunch. A violation of school rules. He wanted a fast game. Kickoff 1:05 pm (36-0 score : 20 minute halftime) game over 2:15 pm.
