HS and NCAA different
 
OK. What I'm finding out now is that this is true for High School, but not NCAA. In the NCAA, a foul by offense behind the line of scrimmage is enforced from the previous spot. In high school, it is from the spot of foul.

No clue about stats as from an official point of view it's a don't care situation.

Correct for High School. I'm reading that in the NCAA penalties by the offense behind the LOS is enforced from the LOS.
