The current "instant replay" section has an article by John Milstead that mentions two publications authored by Rogers Redding.

NCAA Study Guide
NFHS Rules Handbook

I didn't see them listed in the Officiating.com store. Are they available elsewhere?

Some State Association Offices sell them, too.
It's also a very good publication. I bought one a couple of years ago and still use it. Even found a couple of mistakes in penalty spot enforcement. I dropped an email and I understand that made the change. Good authors!
