I'm watching the North Texas/Memphis game. Theres a lot of jawing going on. A couple of times I've seen yellow and the referee is calling dead ball offsetting fouls. However, in federation rules dead ball fouls can't offset, right? Moreover, there is no reply of the down.

While in theory, two equal fouls are basically the same, it isn't in the case where the infraction occurs within the half the distance yardage area.

I just wanted someone to give insight if NCAA allows dead ball fouls to off-set.

NCAA dead ball fouls DO offset.

Big difference between NCAA and NFHS. So, if you are working a game with a college official, don't let them tell you different.

Although the penalties offset in NCAA, there is no replay of the down. The down is whatever it would be had those fouls not taken place.
