I thought it didn't matter what down it was in college. I guess I better study up on that.

A runner can get credit for a touchdown ONLY when he carries the ball across the goal line, or for you nit-pickers, breaks the plane of the goal line. In the above instance, credit a fumble recovery for a TD.
