Illegal Kick Resulting In a Safety

K9 is punting from his 5 yard line. The snap goes over his head and is bouncing around in the endzone. While in the endzone, K9 illegal kicks the ball out of the back of the endzone. What are R's options in they accept the penalty? If they decline it?

I thought I knew how to handle this type of play but, after this past Friday and the ensuing discussion in my association, I'm not sure I got it right. I've read the rule book, case book, and Reddings twice in the past few days and I think I know the correct administration & the rule that supports my decision but I want to know all of your thoughts. What do you think is the proper administration & why? What, in the rule book, supports your decision.

Whoever is arguing otherwise in your association is just wrong. There is always "THAT GUY" in a group.

It is a safety whether they accept the penalty or not. B/R can not decline and take the ball from the previous spot .

Reddings' example 6-52 is clear, "the result of the play and the penalty are the same-a safety".

I wouldn't sweat it.

Where's the spot of the foul? Where's the basic spot? Which spot applies if the foul is accepted (all but one)? If the foul is declined, what was the result of the play?

take a look at the "Exception" associated after NFHS: 10-4-2C.
