If the offense is set in twins left, I formation and the tight end sets up on the right end of the line with his hand in contact with the ground, then is sent in motion to the left and resets at the end of the line is he elgible to run a reverse if the ball is handed backwards? This is in high school football.

Yes, the play would be legal.

Any player may hand the ball backwards to a teammate at any time. No other requirements need be met.
