The snap is not imminent
 
NCAA rules (but I want to hear NFHS too)

PAT from B's 3.
QB A1 after coming set in their normal shotgun formation moves up to the line calling out blocking assignments moving over behind the RG continually calling out blocking assignments (and remining in parallel motion). The snap then goes directly to back A2 who runs into the end zone.

I was U and after the play R, H and I discussed the play but we're not sure.

Strictly looking at the language, the "and" is critical. There isn't a particular problem with this situation. Think if Peyton Manning steps back from under center, starts yelling his usual nonsense, and the ball is snapped to a running back. There is no problem that would lead the defense to think that the snap may not be imminent. The offense is in a legal formation with one player legally in motion. One player legally has his hand(s) on the ball, able to snap.
I hate "wrong ball" plays that end up on Facebook this time of year as much as everyone here, but this doesn't necessarily sound like one of them.
Could be, depending on what he's saying. But not necessarily.

Just walking around & calling signals at the time of the snap? If you flag that, you might as well flag a team for using a snap count and/or back in motion.
