Can't Attach Files to Post

I tried to attach an image using the "Manage Attachments" diaglog. The "Manage Attachments" dialog says the max filesize for type .jpe is 100KB. The file I'm trying to attach is 5KB. The attachments manager errors "Exceeds forum quota by 4.6 KB"?

What's up with that?
