In kiddie ball, "illegal numbers" aren't a thing in most places.

I work the occasional YMCA game, and there are more 9s and 7s than I can shake a stick at.

Also. The Catholic Middle School League that I occasionally work, two seasons ago, demanded that officials enforce illegal numbers. We had coaches who refused the technical foul (didn't want to sit) and chose to let players sit instead. Stupid monkeys.
