Baseline Throw in Question

After B's made basketball, A grabs the ball and stands on the baseline with both feet across the line. (He never fully takes the ball out of bounds). Do I have an inbound violation immediately when he throws the ball in play and team A goes down the court, or do I continue my 5 count and call a 5 second violation?

His feet are across the line (Technically, toes across the line, heels behind the line)

If they make a throwin from the wrong spot (not entirely OOB), it is an illegal throwin.

What is this "baseline" you speak of?

Are there "bases" on a basketball court?

I know there is an "endline" on a basketball court.

I'm still not clear what this means. Are his feet out of bounds, or inbounds, or both ("across" can mean different things)?
