Yes, the defender can move, but he has to stay in the path 100% of the time, I don't feel he did.

I think PC. Looks to me that the defender got to his path and the offensive player didn't get his head past the shoulders of the defense, leading me to the conclusion the defense stayed in the path.

Yes the rules change has a lot to do with this play as now pretty much everything is now defaulted to a block.

I was at the game in person. The officials were horrendous all game, the error at 0:20 was just the culmination of that.

I have PC on the first play.

The second play would have been avoidable if they would have called the VCU player who ended up getting fouled for a hold to begin with. He has his left arm wrapped around the UMass player's waist as the ball is being thrown in. Still, that is a major SNAFU.
