Sure. And NCAAW / NCAAM / NBA / FIBA should all be the same, too.

Ain't gonna happen.

States are "allowed" to make mechanics changes. Many do. Maybe a state allows a local association to make further changes.

I "disagree" with some of what my state has us do. I "disagree" with some of what NCAAW has us do. I still do what each of them asks me to do in the games I work for each of them, and try very hard not to mix them.
