Can anyone give me a site or how to obtain some info on this rule?

"Google" is a search engine which, if you input those four words, might give you a place to start.

I tried it and it yielded "About 1,620,000 results (0.77 seconds)".

What level are you looking for? I'm assuming from your location, you're looking for the FIBA rule set as it regards to the restricted area.

2012 FIBA Official Basketball Rules:

Also note that as of October 1, 2014, the restricted area will include the lines of the arc as part of the restricted area.

In Google or Bing use the words "restricted area" followed by the rule set (FIBA/NBA/NCAA) and you will get a lot of info.
