Are NCAA rules the same as NFHS on this. For NFHS, the thrower only has to keep "one foot" on or over the spot. So it would not matter if the left foot left the spot. Both would have to leave, right?

Correct, which is why I said it wasn't a violation.

What about 2-8 Art 1 ... "Penalize unsporting conduct by any player ..."

Although before they made it to the concession stand, I'd probably have a 5 second violation, as BillyMac noted.
