Much simpler to define traveling with the limits of the pivot foot. According to the coach during my Thrusday game, I'm the worst official for traveling in the country. He too kept bringing up 2 steps and that's how it was taught when I was playing. However, much easier defined regarding pivot foot. If both feet are off the floor, the firt to touch becomes pivot. If one foot is on the floor when ball is caught, it is the pivot. Pivot can be lifted but not returned to floor before ball is released (not discussing jump stop here).

...before a pass or shot. Not so on a dribble.

Nope, I thought that was pretty clear when somebody else addressed it earlier. Ball must be released on a dribble before the pivot is lifted. Nor did I address a jump stop where they can jump off the first foot and siumltaneously land on both feet at which time neither foot can be a pivot. They can jump but must release before returning to the floor.
