I think that might be funny, but if you see it the C official should have been ball watching.

Why? There was nothing else in the C's area for him to be watching? Even for a split second? Was the dribbler engaged with a defender?

Yes, there's another match-up in the C's area, and one quick glance at that match-up at the wrong moment is all it would take to miss the DD violation.

As for the 2nd, I don't think any of them could see the second hand touching the ball the way the player was positioned.
