Help-Brain freeze

A1 dribbles to a stop, holding the ball firmly in both hands. B1 attempts a steal, cleanly knocking ball to floor where it immediately returns to A1 and he holds it again with two hands. Can he start a new dribble? I see in 4.15.4 a similar play and 9-5-2 says a second dribble can be started if touched by an opponent. This is one of those so obvious plays, yet for some reason part of my brain's telling me no
