hello,
shooter goes in for a lay up and his momentum takes him out of bounds; can the shooter come back in and be the first to touch the ball after coming back in bounds?

As long as the player has re-established his/her position back on the court (one foot or two feet), legal. I agree with my Canadian Cousin...
