You always start a quarter with who had the arrow after the end of a quarter (unless you have overtime of course). Or if you have a Technical to start a quarter, the arrow stays the same. You give possession to the "violated" team then. But nothing having to do with a FT or any other "non-Technical" situation affects the arrow.
