I think most states have rules or bylaws on what they consider an association. Before you jump in you might want to see what it takes for "accreditation" from your state. I have never set one up, by I would think gaining members, start-up costs, and meeting locations would be three big hurdles. If you (or the executive board) are young it may be tough to draw veteran members in. Experience and reputation talk very loud, and drawing veterans away from an established group will be hard.
