what would be the table mechanic(s) for reporting these 2 fouls? Does each ref go and report the foul they called? or should one ref handle the report(s)?

I'm well aware that this situation is not a multiple foul.

I'm just saying that it is something which would look really odd, and might provoke a few questions.

What do you all say - use the double foul signal here for a false double foul?

No -- if you use the double foul signal, someone's going to want to use just the arrow.

Reprot the two fouls, get the coaches together with the table and explain what will happen (because they'll ask / won't know -- yes, that's a generalization), maybe give some words to the PA announcer so the fans will be at least a little informed and administer the fouls.
