Subs reporting

Question for the experts. A-1 fouls B-1 it's A-1's 5th foul. Prior to A-6 reporting for A-1, B-6 and B-7 report to enter the game. Officials allows B-6 and B-7 into the game. Is this allowed, I thought A-1 had to be replaced first??

You may let the subs enter at this time.
The only thing that is not permitted is for a TO
to be recognized. all other admin things can still happen.
Remember the coach has 30 sec to replace the player, by allowing all other legal substitutions you are speeding up the process and getting play started sooner. It also gives us something to do besides stare the coach down until he replaces the player.
