Had this very situation except it occurred on the sideline. I called a violation. Is there a rule I could reference on this situation. I looked but could not find one. Maybe the absence of the rule is the point.

According to the 2002-2003 Simplified and Illustrated Rulebook, they have a picture that discribes this very play. They reference 7-1-1 and 4-15-5.

Actually 4-15-1 is a better interpretation. But if you read all of 4-15 it might help on the interpretation.
