Is the 3 second count still suspended if a player in the lane is making a move to the basket, or has that rule been changed?

That has not changed. The change made this year is in regard to the continuation of the 3-second count during an interrupted dribble.

I knew that was the change this year, but I was talking to a friend who is an official, and he said that this rule was changed a few years ago. He says you get 3 seconds no matter what. I disagreed. I was under the impression the rule was still the count was suspended if the player was making a move toward the basket.
