Does it say you have to check the book on your own volition?

Or to check the book and enforce the rule after a possible violation is pointed out?

Oregon has the same 5 quarters per day limitation, but thankfully it's not the officials' responsibility to deal with it. If a school thinks there's a violation, they have to make a complaint after the fact through their AD to the OSAA.
