What drives me nuts is when after I call a foul and designate the throw-in, I'll report, turn around and the other official has a totally different throw-in spot.

Or, worse yet, you turn around and your partner is still standing where he was when you called the foul expecting you to return to the spot for YOUR throw-in.

D. Non-Calling Official
1. The non-calling official should freeze his/her field of vision to observe players until the calling official completes reporting to the table and turns to observe the players.
2. Ignore the ball while the foul is being reported.

It says to freeze his field of vision, not his feet. The official should be moving to his new location, while continuing to look at the players. The official should not freeze in his location.
