Yes, the Head Coach or the Assistant Coach can request a timeout under FIBA rules. FIBA rule 18.3.1.

From what I've heard in Ontario is FIBA is considering changing to a more North American ( NCAA/NBA) style system where time outs can be called by anyone as long as they are in control.

Makes a helluva lot more sense to me.

Could be... I heard a couple things that sounds like FIBA is moving more to the NBA type game but we won't see any of those changes until after London 2012.

Slightly off topic. I had a veeeeery senior official (much older than Padgett):p tell a head coach when his assistant was getting too chirpy "I'll talk to the Organ Grinder (while pointing at the HC), but not the monkey (while pointing at the AC)." :eek::D I laughed out loud.

better late than never. There are some awful rules in FIBA- the time out calling procedure is one of them.

FIBA has shown a clear progression towards the North American game- some examples of that are the 24 second shot clock and 8 second back court.
