Time out before beginning of quarter

Can a time out be granted before the beginning of a quarter before the ball has been put into play? I thought not, but I can't find anything in the rule book to justify not allowing a timeout in this situation.

Assuming you're not talking about the first quarter, you seem to have answered your own question.
