Why? Specifically why based on this thread? The rule hasn't changed in FED. Why should this year be any different than previous years?

Exactly. I'll lay money that enforcement won't change a bit either.

This is one of the rules that really irks me when it comes to assigners/interpreters. Every association I've been involved with, assigners/interpreters hate seeing it called. I was told last year that not only do I now have to be lenient when it comes to players in the lane, but if I don't give them a few verbal warnings before calling 3 seconds on them, I'm going to be docked in my evaluations.

Why? It may depend on the assigners/evaluators like someone else on the thread said. There might be some serious inconsistencies in enforcement and you'll have the howler monkeys asking if we've read the POE's for this year. The varsity howler monkeys may not be that bad, but I forsee the sub-varsity ones being overbearing about this. (Trust me, I've seen some sub-varsity coaches in football and basketball who make horrible varsity wannabes)
