Help a brother out?

Don't have access to rules book or case plays.

Player A1 is at the free-throw line for 2nd of two free-throws.
As administering official is bouncing the ball to the thrower, Coach from Team B requests time-out.

Official hears the request, and grants the time out since ball was not yet at the disposal of the thrower.

I know there is a case play or rules interp about bouncing the ball to the thrower, it caroms off of their foot, and then there is a request for time-out, which is granted because the ball is not yet at the disposal of the thrower.

I also know that when the ball is dead a time-out can be granted. I also know that the ball becomes live when it is at the disposal of the thrower.

I'm looking for a specific interp that I can pass along to a doubting Thomas.

Anybody have the reference?

A ball is at the disposal of a player when it is caught by a player after it is bounced to him/her.

New Interpretation This Year ...

*9.1.1 SITUATION: A1, at the free-throw line to attempt a free throw: (a) muffs the pass from the official and it rolls forward; or (b) while performing his/her habitual dribbles prior to the release, accidentally allows the ball to deflect off his/her foot into the lane. RULING: In (a), the official should sound the whistle to prevent any violations and then start the free throw procedure again. No freethrow violation should be called in this situation. In (b), a free-throw violation shall be called on A1. (9-1-3a, e)
