I think they already cover it. I would use the case where there's blood on a jersey and no spare jersey and the player is allowed to change to a different jersey without penalty.

IOW, I wouldn't have a T at the beginning of the game or when the player entered.

Nor would I.

Also, I couldn't care less whether players stand or sit for a 30 second timeout. As long as they are ready for play when the second horn sounds, what does it matter. Finally, if they do sit down, there's no penalty defined in the rule book. Why be a plumber?
