I think it actually is referring to itself in the 10.3.3 Exception:

A player may grasp the basket to prevent injury

The reference may be, as you say, for 9.11 and apply to the entire comment, not just the last sentence, but I can't say why they would reference a free-throw violation section (9.1) at all.
