My understanding of the rules (4-19, 6-1) leads me to believe Common foul in both Situations. What is the correct ruling?

I have nothing in #2. Contact is to be expected when setting a screen. As long as B2 does not force their way through the screen, then it's a no-call. It's one of those things that looks really bad because you often end up with 2 bodies on the floor and no whistle, but there's no illegal activity by either player.

I thought that is the screener was displaced it was a foul. Is that correct? Sounds like the screener was displaced in the OP.

There is an exception to this in rule 4-40-7.

In cases of screens outside the visual field, the opponent may make inadvertent contact with the screener and if the opponent is running rapidly, the contact may be severe. Such a case is to be ruled as incidental contact provided the opponent stops or attempts to stop on contact and moves around the screen, and provided the screener is not displaced if he/she has the ball.
