Yes -- but that rule / case comes into play only when the foul occurs so close to the expiration of the period that the timer cannot stop the clock and the horn goes off. IF that happens, only shoot the free throws if they will make a difference (i.e., if the team to shoot the free throws is behind by less thatn or equal to the number of throws.) No one lines up for these throws.

In the situation originally presented, A was ahead and had the free throws. If the horn had sounded, we wouldn't shoot. But, since the horn didn't sound (and, assuming no mechanical failure of the horn, or a mis-setting of the "auto-horn" feature by the timer), the game wasn't over and A must shoot (unless the coaches and officials want to shorten the game -- see 5-5-3).

Now, on the inbounds, B has less than .1 second to tap the ball in. If the horn doesn't go off, declare the game over anyway based on the official's count.
