Team A is leading 51-50 at the end of the third overtime period, when Team B commits a non-shooting foul with 0.0 on the clock, but the horn has not sounded. Does Team A shoot the foul shots or not?

Yes, the game cannot end until the horn goes off.

Providing that they are in the bonus.

Yes if the horn has not sounded then the game is not over. so shoot if the team is in bonus just like Barney said.

Yes -

Saw this happen in game between Providence and St. Bonnies. 0.0 on clock. Providence player fouled on shot before horn went off. Made both shots to win it. There was a picture in the paper showing foul shooter at line with ball in air and clock at 0.0. Thought the ref REALLY showed some courage making such a gutsy call.

Yes, game can not end until the horn has sounded. Team A is going to win the game anyway.

good point....but
Don't we have a situation in the book somewhere, when the free throws will not effect the outcome of the game, we don't shoot them?

Just for the sake of argument..... What if the score were reverse and team A had a chance of winning.... Both free throws are successful and they now lead by 2.... The ball in inbounded, touched by a player, timer starts the clock, and NOTHING happens.... No change in the time and no horn......! What now?

BTW - While this isn't the exact situation, here is a situation found in the case-book...

10.3.12B. Play: After a field goal, the score is A-55, B-54. A1 has the ball out of bounds for a throw-in with two seconds remaining in the game. A1 throws the ball toward A2 who also is out of bounds along the end line. B2 reaches across the end line and grabs or slaps the ball while it is in flight. Time expires close to the moment the official indicates the infraction. Ruling: A technical foul is charged against B2. The remaining time or whether Team B had been previously warned for violating the throw-in plane is not a factor. No free throws are awarded as the winner of the game has been determined. (9-2-11 Penalty 3, 4)

Yes -- but that rule / case comes into play only when the foul occurs so close to the expiration of the period that the timer cannot stop the clock and the horn goes off. IF that happens, only shoot the free throws if they will make a difference (i.e., if the team to shoot the free throws is behind by less thatn or equal to the number of throws.) No one lines up for these throws.

In the situation originally presented, A was ahead and had the free throws. If the horn had sounded, we wouldn't shoot. But, since the horn didn't sound (and, assuming no mechanical failure of the horn, or a mis-setting of the "auto-horn" feature by the timer), the game wasn't over and A must shoot (unless the coaches and officials want to shorten the game -- see 5-5-3).

Now, on the inbounds, B has less than .1 second to tap the ball in. If the horn doesn't go off, declare the game over anyway based on the official's count.

Art N, the period or game is not over until the horn sounds. Yes, if A were leading 51-50 and the horn had sounded to end the game the free throws would not be shot.
But in this case if A misses the free throw, it is possible that a ball could be tapped by B into the basket at the other end of the court to win the game.
