If the dribble was stated before getting up, and continued as the player got up, then this was a bad call.

Agreed. But this happens so infrequently, that people think it's a violation just because it "looked" so bad. Good play on the player's part--most don't know they can do that.

Had one of those last night in Boys Varsity.
Player was on one knee started his dribble and stood. His team kept the ball.
