Right. But that second situation is a tough one NOT to react to as a violation. I've seen it several times this season, and twice I've blown my whistle, only to quickly call it an inadvertent whistle because the player had a foot inbounds and give it back to that team. It "looks" bad when it happens, and probably few fans/coaches would contest the call, but it is in fact legal as long as one foot has touched inbounds and the other is not touching the floor OOB.
