My take? Judge the play on it's own merits.
If the contact is sufficient to call a foul then do so.
IMO, even if B1 is jumping towards the shooter, if in your opinion, A1 is jumping into B1 to draw the foul only, you could have an offensive foul. That's my two cents worth.
