We are in Massachusetts...I think the question might be "Who is not using the shot clock?" Girls used it first in our state, then boys about 4 or 5 years ago.

Let's start with Hgih School first...on a double foul the shot clock gets reset everytime. In NCAA it gets a little confusing when it comes to double fouls. There are times that the shot clock gets reset, and then there are times that it doesn't get reset. In the 1999-2000 Men's and Women's Basketball Officiating Program, under rule changes for this year, it has a breakdown for these things.

They are as followed :

FOR PLAYER CONTROL
A. Dribbling and double foul no reset
B. For player holding ball no reset
C. During free throw, go to arrow and reset because it is a false double foul.

TEAM CONTROL
A. Passing to teammate No reset
B. Interrupted dribble go to arrow and reset ( I don't get this one at all)

NO TEAM CONTROL
A. Tapping of rebound(not a try) Go to arrow and reset
B. Ball out of bounds for a throw in - stay with the team inbounding and no reset
C. Same if throw in is deflected
D. Shot in the air and double foul called, weather good or not, go to arrow and reset.

Several guys are stating, "in HS" when referring to the shot clock. I have never seen anything in writing by the National Federation covering the shot clock, since there IS no shot clock in NF rules. Is there a separate publication I'm not aware of that the NF put out for states that use the shot clock, or are you guys referring to individual STATE guidelines?

Todd, you right about the rule book not having stuff in it about the shot clock. IAABO has cards available (one for timer, scorer and shot clock) which are great tools to have or give to the table or school for guide lines. We also had several hand outs on the shot clock and resets... when we were going through the certification class.

So if there is no NF guideline, do high schools using the shot clock use the NCAA procedures? Or does the state determine how resets will be handled?

Check out NCAA 10-12 summary on BR-94 of the 2000 rule book:

Double personal foul - no shots - awarded to to team in control or in possession of the ball during throw-in. (In all other cases, AP arrow)

There is that word "or". I think you need an english major for this one. I interpret "team in control" and "possession of the ball during a throw-in" as seperate. Otherwise way say the 1st part before the word "or"?
