High School - Scorekeeper Required?
 
Ohio High School JV game. Visiting team scorekeeper unable to attend. Visiting coach supplies roster, marks starters, gives to home/official scorekeeper 15 minutes before game.

Official begins game with home team shooting technical foul, gives home team ball to begin game. Reason he states is visiting team did not supply a scorekeeper in timely manner.

Was the official correct in doing this?

It is my, and the other official working the game's, opinion that the only scorekeeper required by rule is an official scorekeeper supplied by the home team.

There is no rule making it mandatory for a visiting team to supply a scorer. The only rule extant is that you must have an official scorer, and the R designates who that is pre-game.

Rule 2-4-1. That's the only listed requirement in the rule book.
