This properly falls under 10-3-6b or 10-3-7a.

During the dead ball following a violation, B1 (who does not have possession of the ball) kicks it into the stands.

Seriously? Consider the difference between a place kick and a punt in football. The punter gets possession of the ball before kicking it, but the place kicker does not.
10-3-6b clearly starts with "failing when in possession...."
