An inadvertant horn by the timer should not stop play, but if it does, I will not allow the substitute to enter. Case in point -- Team A is down by 3 late in the game and have zero time-outs. Team A has control of ball and substitute A1, a high percentage 3-point shooter awaits at the table. Timer realizes that officials will stop play with an 'inadvertant' horn. Can you guess the 'rest of the story'? So, to be consistent and prevent abuse of a situation not covered by rule, do not allow the sub to enter with an inadvertant horn. If you allow him/her to enter in the first quarter or the first game of the season, then, to be consistent, you should allow him/her to enter in the 4th quarter or the last game of the season.
